Who is funding this activity? I would bet 100:1 that it is, as always around the world, the CIA. Google the Hegalian Dialectic, Google "Problem Reaction Solution". All these kinds of crises are almost always manufactured and they always have one specific outcome or requirement - more power for the government, less rights and less freedom for average citizens who are not terrorists, or criminals. Think about this, more people die from lightening strikes than from a terrorist event but you don't see money going to stop that happen. Government ID means that in a crisis, you have to submit in order to get food, and those are historically the conditions that always prevail where the ultimate murderers of history - governments - perform what they always perform when they gain total control: genocide. That means shooting grandmothers and children in the back of the head and dropping them in a pit by the thousands. It's a historical fact that governments and states have murdered more people than all serial killers and murderers combined by orders of magnitude. 84 million and counting in Mao's china, 60 million + in Stalins Russia. They will always throw a red rag in front of the people - like this cooked up terrorist story - obviously a CIA funded operation - and the journalists will never question.# James Byrne says :

Despite of all intrigues and surroundings against Uribe's administration Colombia was able to disarticulate the FARC'S military structure. Then, why is that Peru can't follow such an example? Or perhaps, the only one who can really do it is Fujimori?
The CIA has nothing to do with this. It might only happen if it would represent a threat to America. This is an insignificant matter for this U.S. agency. Peru can do it. Must be other reasons for not yet doing it.
